The outages happen as the satellites in space that send signals for these channels move into the direct line between the earth and the sun. The sun’s solar radiation interferes with the signal the satellite is sending until is moves past the path between the earth and the sun.
Typically, these outages only last a little while and they only happen on cable/satellite channels (not the local networks) as these are the only channels delivered to providers by satellites orbiting the earth.
